While in the employment of the Weaponeer Organization, Dave Hoban designs four Para-human suits intended for four individuals in the employ of Omen Enterprises known as the Intended Weapons. Following the fall of the Weaponeer, Dave leaves without the suits, which thanks to the efforts of Bloodshot, Gilad Anni-Padda and Geoff McHenry become part of a British program known as Project: Secret Weapons.
When the Intended Weapons, who become technology thieves, rediscover the suits, Dave leads a drive to regain them and dies in battle against Sonar.
