When Councilor Isao Seko realizes that Commander Kazuyo Nakadai and her husband Tohru Nakadai, the 42nd Rai, hold too much sway over President Shinji Tanaka, he betrays them before Tanaka can turn them against him and the corrupt council.
As part of his plot Seko provides the Healers Restoration Underground, a group that believes that Tohru allowed Grandmother, the freewill caretaker of Japan, to leave Japan in orbit and put the Humanists, an organization who believes that Japan's fate belongs to its people, in power, with the codes for the Nerveweb, the pathway that serves as Tohru’s transportation.
With the codes, the Healers create the Nerveweb Dragon, a digital construct that draws its energy from the Nerveweb, to kill Tohru.
