Shawn Naughton is a Councilman who harbors a not-so-secret racist agenda and supports the cause of immigration reform. Turning to robbery and blackmail, uses his ill–gotten gains to support his cause.
When the Visitor learns that he planned and sponsored a bank heist, Shawn tells him that he planted three bombs on three local schools with a predominant "minority" student body. Leaving the robbery, the Visitor finds and prevents two bombings, and while the third bomb explodes, the students have evacuated the school because of a gas leak.
After the Visitor apprehends Shawn, the police take him into custody for the crimes he sponsored.
